cycling.tv
I saw this in this month’s The Ride. This is what I’ve been waiting for! And, there seems to be a bit of free content as well. I’ve been looking at aria tv for a while, but for $12+ per month subscription, they really don’t have much, and there’s no way to preview their service without actually paying for it.
Cycling.tv OTOH gives a good preview and it looks like it’s probably worth paying for. If you have high speed broadband, of course. And I do.

Does Cycling.tv have announcers or is it just video?

They usually have announcers. Sometimes it’s Phil and Paul, but sometimes it’s this other British guy whose name I never learned. So far it’s been free and very good.
